Chmilenko began his art education at the age of sixteen at the Newark School of Fine and Industrial Arts. He later studied at the Philadelphia Academy of Fine Arts and the Art Students League of New York.

Chmilenko first gained recognition for his paintings of Ukrainian peasant life, which he began exhibiting in the early 1900s. He later turned to painting Ukrainian folk tales and legends, which were popular with American and Ukrainian audiences alike. Chmilenko died in New York City in 1941.
